Description

Starting in 2019, a Public Art Initiative was developed in downtown Mansfield as a part of the Mansfield Rising Plan, by the Richland Community Development Group (RCDG) Mansfield Art Sector. The Mansfield Art Sector is made up of local artists and representatives from local arts organizations such as venues, studios, galleries, schools, and museums.
 
Public art has many significant contributions to a community, in its many artforms, and public visual art is already gaining a renewed momentum in downtown Mansfield, Ohio. In part due to local organizations and individual artists rising to the occasion, this Public Art Initiative through the Mansfield Rising Plan will help to stimulate the economic advantages of art and aims to drive forward the inspiration of the community.
 
Thanks to the Richland County Foundation, up to $50,000 in matching funds have been made available to organizations seeking to install public art within the 6-block area of First Street to Sixth Street in the north and south and Adams Street to Bowman Street from the east to west in downtown Mansfield.
 
Businesses and property owners within the Mansfield Rising Plan area detailed above are encouraged to apply for matching funding for their public art proposals to take part in this transformative and revitalizing effort to beautify and energize downtown Mansfield through art.
 
The artists and designs proposed for matching funding for public art projects will be vetted by a panel of community leaders and must obtain the necessary public art permit from the City of Mansfield.

Grant Eligibility & Requirements
ELIGIBILITY:
Location: Public art must be located with the designated downtown Mansfield area of the Mansfield Rising Plan, which goes from First Street in the South to Sixth Street in the North, and from Adams Street in the East to Bowman Street to the West.

Art Must Be Public: Artwork must be outdoors/exterior and easily accessible and visible for free by the general public.

Artists Must Be Vetted:
 Artists are vetted in a one-time process by a panel of community leaders and are then eligible to submit designs for mural review as part of the Public Art Initiative.

Methods:
 Artwork can be achieved from a variety of methods, both permanent and temporary.  See chart of mural and art installation methods for examples and details regarding longevity.

Design: Logos in artwork design are not eligible for matching funding. While logos may be a part of a creative design, only non-logo artwork is eligible for matching funding.

Elements: Only non-logo artwork is eligible for matching funding. Additional elements such as logos, sponsorship plaques, lighting, etc. is not eligible for matching funds.

 
REQUIREMENTS TO RECEIVE MATCHING FUNDING:
  • Property Owners must have the appropriate permit(s) from the City of Mansfield to be eligible for matching funding.
  • Property Owners must sign a Permission Contract agreeing to the use of their site for the purposes of public artwork.
  • Property Owners/Project Sponsors must submit the above permissions contract, a completed Application and Project Proposal Form to the Mansfield Art Sector at mansfieldartsector@gmail.com.
  • Artists must be vetted and should be prepared to create drawings, mockups, and renderings in order to apply for permit and approval of design. Artists wishing to be vetted for public art projects should apply here: https://forms.gle/rdXB2mEsSy25oeWZ9
  • Mural Permit application and design is reviewed by the Mansfield Arts Commission with final approval by Mansfield City Permits.
 
Steps for Applying
ARTISTS:  
Artists complete the Artist Application and upload up to 10 samples of artwork. Considerations for Artists.
 
Artists are vetted in a one-time process and are then eligible to submit designs for mural review as part of the Public Art Initiative. Artist portfolios are reviewed by the Art Sector’s Public Art Committee. Approval is determined in a blind process where the name of the artist is removed from the panel review.  There are a total of 6 members of the Art Sector Committee, and members recuse themselves from the vote if involved in a project. The committee approvals are done privately, electronically, and are based on a majority. Comments on the portfolios may also be included in the review.


Artists are notified of their approved portfolio review for the Public Art Initiative, which allows the opportunity to apply for public art projects which may receive matching funding in downtown as part of the Mansfield Rising Plan.

Artists should be prepared to create concept drawings, mockups, and renderings in order to receive a public art permit and design approval from the Mansfield Arts Commission.



PROPERTY OWNERS/SPONSORS:
  1. Property Owners (businesses, nonprofits, and individuals) / Project Sponsors (those who are funding public art to go on a property they do not own) must apply for matching funds: https://forms.gle/GLxYE9xrWWwhnfoz8 
  2. Property Owners must receive the appropriate permit(s) from the City of Mansfield to receive matching funding.
  3. Property Owners must submit proof of permit, along with a completed Project Proposal Form and a signed Permissions Contract agreeing to the use their site for public art. Submissions can be sent to the Mansfield Art Sector at mansfieldartsector@gmail.com.
The Project Proposal Form includes dimensions of project, permanency of project, cost estimation, photo of eligible site, description of artistic concept and concept drawing/rendering.

 
Approval for Matching Funding
Public art permit applications and designs are reviewed by the Mansfield Arts Commission with final approval by Mansfield City Permits. The Mansfield Arts Commission members are:
